I was shocked to know that BJP had a 10% share of the votes in 2004 although they haven't managed to win any seats then or now.

Well the reason is very obvious ... The votes are not concentrated ....Those who vote are hard core hindus or anti-congress nationalists ... The time is up for BJP to decide on a 10 or 15 years strategy to build the party up in all the 4 states that decided the previous election . Popular national leaders like Narendra modi should be given the additional responsibility of building up party in the four states . They should take it up and build the cadre for a 10-15 year journey ....
